Tex. Special District Local Laws Code § 6902.003: FINDINGS OF BENEFIT AND PUBLIC PURPOSE.

(a) The accomplishment of the purposes stated in this chapter is for:

(1) the benefit of the people of this state; and

(2) the improvement of their property and industries.

(b) The district, in carrying out the purposes of this chapter, will be performing an essential public function under the constitution.
