A Local Law to amend the administrative code of the city of New York, in relation to authorizing the commissioner of environmental protection to install or require the installation of water meters in all new and substantially improved or altered residential premises
Be it enacted by the Council as follows:

Section 2. The provisions of this local law relating to new dwellings shall not apply to dwellings for which certificates of occupancy or certificates of completion were issued prior to the effective date of this local law or to new dwellings substantially completed prior to the effective date of this local law.
Section 3. The provisions of this local law which relate to substantially improved or altered dwellings shall not apply to improvements or alterations substantially completed prior to the effective date of this local law.
Section 4. This local law shall take effect immediately.
